Care Creates: Rights at the Heart of Care Manifesto Asks

Care Creates… A Stronger Human Rights Foundation for Social Care 

Scottish Care is calling for a strengthened human rights foundation at the heart of Scotland’s social care support system – a core theme of the Care Creates… campaign. The Scottish Care Manifesto outlines clear, practical steps to ensure that dignity, independence and lived experience guide every decision in social care. 

The manifesto highlights seven priority actions: 

  • Ethical commissioning and rights‑based budgeting, ensuring funding decisions prioritise people’s rights rather than short‑term savings. 
  • Decision‑making shaped by lived experience, with those who draw on support involved at every stage. 
  • A Human Rights Bill that embeds UN treaties into Scots law, positioning Scotland as a global leader in rights‑based, person‑led care. 
  • Continued Scottish Government engagement in a UN Convention on the Rights of Older People. 
  • Mandatory impact assessments, guaranteeing that policy changes are evaluated through a rights and wellbeing lens. 
  • Comprehensive care statements to clarify entitlements and responsibilities. 
  • An Older Persons Commissioner for Scotland, championing dignity, equity and independence for older people. 

 

These steps are essential to building a social care system that is fair, transparent and accountable – one that genuinely values older people and supports them to live the lives they choose.
