Introducing Scottish Care’s Manifesto: Care Creates…

Care Creates… is Scottish Care’s call to Scotland to rethink adult social care support—not as a crisis to manage, but as a powerful national asset and an engine of opportunity.

Our manifesto sets out a clear and practical roadmap for a system that puts dignity, independence and wellbeing at its core. It positions social care support as essential public infrastructure—every bit as vital as transport, education or housing—and fundamental to a flourishing, fair and resilient Scotland.

At the heart of Care Creates… is a simple truth: the real expertise, insight and influence sit with the people who deliver, draw on and support care every day. Their experiences show the true value of social care, and this campaign will amplify those voices to the national stage.

Six Opportunities to Transform Social Care

The manifesto identifies six areas where decisive action can create meaningful and lasting change:

  • Rights at the heart of social care support
  • Integration that strengthens collaboration and outcomes
  • Care that cares for people and planet
  • Sustainable, transparent and future‑proof funding
  • Future‑ready care shaped by innovation and evidence
  • Fair pay, fair work, fair care

 

These opportunities form a blueprint for a system that is valued, visible, viable and visionary.

From 23 March to 7 May, Scottish Care is running Care Creates…, a national social media campaign that brings these Manifesto themes to life through positive, real‑world stories of what care creates for people, communities and Scotland.

A Call For National Leadership

We are urging Scotland’s leaders to take bold, long‑term action:
credible investment, ethical commissioning, and policy decisions rooted in fairness, human rights and sustainability. Moving the national conversation beyond “crisis language”.

We’re shifting towards one that emphasises interdependence, justice and collective wellbeing. Social care is not simply a service—it is the infrastructure that supports healthier communities, strong local economies and improved life outcomes.
