In our second Executive video for Rights at the Heart of Social Care Support, Carol‑Anne Foote (Meallmore) reflects on why human rights must be the foundation of Scotland’s social care system. 

She reminds us that the people we care for bring their own stories, memories and choices – and deserve dignity that is never overlooked. A human rights approach is not simply policy: it is a promise to protect, champion and listen to those who rely on care, including the most vulnerable in our society. 

When human rights are embedded into budgeting, commissioning and everyday practice, we build services that honour who people are – not just what they need. This is the Scotland we should strive for.
