Policy and Research

Becca Young is Policy & Research Manager at Scottish Care, where she leads on shaping evidence-informed policy, research, and advocacy to support Scotland’s independent social care sector. Having worked with Scottish Care since 2008, she has a background in policy development, stakeholder engagement, and applied research. Becca brings a strategic and collaborative approach to influencing national conversations around care and reform.

In her role, Becca oversees the development of consultation responses, policy briefings, and research outputs, working closely with members, partners, and national stakeholders including the Scottish Government and Parliament. She plays a key role in amplifying the voice of providers and people who access care, ensuring that lived and working experience is at the heart of policy development. Her work spans a wide range of priorities, including sustainability, human rights, funding, and innovation, as well as supporting major campaigns and events that seek to reframe how social care is valued.

Becca is passionate about ensuring that social care policy is grounded in evidence, centred on human rights, and responsive to the realities faced by those delivering and receiving care. She is driven by a commitment to meaningful reform – supporting a sector that is visible, valued, and equipped to thrive now and in the future.
