The Scottish Government Digital Health and Care team would like to invite members to an online workshop on 10 June 2026 from 11.30-12.30 to help shape policy development in relation to the digital and data provisions within the Care Reform (Scotland) Act 2025.
The Act introduces provisions aimed at enhancing how information is both shared and recorded across health and social care services in Scotland. This includes:
- Provision to establish an information sharing scheme, setting out the purpose and circumstances for information sharing to support efficient and effective delivery of care,
- Provision to introduce civil and or criminal sanctions for non-compliance with the information sharing scheme
- Powers to introduce information standards for the health and care sector, ensuring information is processed consistently, with provision to introduce civil sanctions for non-compliance
Together, these provisions will be used to support delivery of a Digital Health and Care Record. The Record will enable information to be accessed (by both individuals and those delivering services) and shared across organisational boundaries, to improve coordination of care and outcomes for people.
The session will focus on the information sharing provisions and consist of a short presentation followed by an open discussion to explore and gather your views on the following:
- The purpose of the information sharing scheme in more detail, including the types of information to be shared and the circumstances in which sharing should take place.
- The requirements for the Record.
- The approach to sanctions for non-compliance with the information sharing scheme.
