News: Prepare for the opening of SSSC Register for Managers of Care at Home & Housing Support Services

The SSSC will be opening the register for care at home and housing support managers in December 2010, though the ‘required date’ for registration (that is the date by when an organisation cannot employ someone without the stipulated qualifications) has yet to be set.
 
As reported, the SSSC has approved recommendations for the qualification requirements for managers of care at home and housing support services.

The SSSC will continue to accept the awards for anyone who has already acquired them or is working towards them when the register opens.
 
Definition of manager of a care at home service
 
• A manager is a worker who is responsible for the overall professional management of the direct provision, supervision, and quality assurance of care and support provided in a care at home service.

• A care at home service is a Support Service which provides care and support in a person's own home.
 
Definition of manager of a housing support service
 
• A manager is a worker who is responsible for the overall professional management of the direct provision, supervision, and quality assurance of care and support provided in a housing support service.
 
Qualification criteria for a manager of a care at home service
 
• Honours degree in Social Work or equivalent qualification.
• S/NVQ level 4 in Health and Social Care.
• S/NVQ level 4 in Care
• Degree or diploma in Community Education or equivalent, as recognised by the Standards Council for Community Learning Approvals Committee.
• A qualification meeting the registration requirements of the General Teaching Council, Nursing and Midwifery Council, General Medical Council, the following professional groups regulated by the Health Professional Council:
o Occupational therapists
o Arts, Music and Drama Therapists
o Physiotherapists
o Speech and Language Therapists.
• A qualification meeting the requirements for chartered registration with the British Psychological Society in the divisions listed in appendix 1.

PLUS one of the following
• SVQ Level 4 Leadership and Management for Care Services.
• Any award in management of 60 credits at or above SCQF level 8 that is mapped against the Leadership and Management for Care Services National Occupational Standards

The SSSC have also given clarification on the position with the Registered Managers Award (RMA) and the SVQ Level 4 Management.

The SSSC will accept the RMA for registration of care at home managers because it is a predecessor award for Leadership and Management for Care Services.

The SSSC will also accept SVQ 4 Management (in its current and former iterations), unmapped, for registration of care at home managers.  It will do this because this qualification is acceptable for all similar functional roles and is, effectively, a predecessor award to the “mapped” qualification.

However, any subsequent SVQ 4 Management i.e. any re-validated qualification, must meet the stated criteria (level, credits and mapping).

Scottish Care and the Workforce Initiative will be assessing the needs of managers arising from the above and we will advise providers/managers as to what requires to be undertaken and by when.  We are currently developing a Qualification Pathway for managers to guide supervisors and managers on the options/routes to take in gaining the appropriate qualifications for registration as a manager.  We will inform members of this on the Workforce Initiative website in the near future.
